Great piece--on point, concise and appropriately unequivocal. Having worked years in business-based communications, I'm more optimistic than you about a Pigovian tax ("pig tax" for short?). Communications is more a quantifiable engineering discipline than non-practicioners realize. With that knowledge out on the table, laws could be written to a higher standard than current tax code. And it could be done incrementally--taxing major news sites for clickbait headlines would be a great start.
