I've applied for several government grants, and have studied several other applications. What jumped out at me was how you read and read and read to find the determinative information. Governments and their bureaucracies seem to love making things as complicated as possible, maybe because they're paid to do so. Maybe they are afraid of fraud.
Governments in the US should test their applications, guidelines, and supporting information on normal people, and keep revising them until they are genuinely comprehensible.
I agree with you about advertising these incentives, but there's little point in getting people to apply if they throw up their hands in despair and abandon the application.
There are financial incentives to buy electric cars too. I started reviewing the programs and gave up. I'll probably wait until I *have* to buy a new car before torturing myself.
