Sometimes scientists speculate, realizing their ideas are without experimental verification. Imho, there's nothing unscientific about that. One might say speculating and hypothesizing are synonyms. Maybe some scientists reject those ideas because they think non-scientists will think those ideas are science because they come from scientists.
