This piece couldn't be more clear! I hope people with any trouble distinguishing between the two read it. I can think of two possible fuzzy areas: (1) Corporations collude, and if enough of them do (or enlist allies) that might become a conspiracy. (2) People who turn a blind eye to power abuses aren't conspirators per se, but they are enablers of power abuse, and it might look like a conspiracy if they are numerous. They might be better called "lemmings."
