We are all philosophers. We all have some idea about or explanation for our being and its ramifications.
The dialogue between people of differing levels of "academic philosophy" education is certainly problematic along the lines you sketch. Totally agreed.
However, I don't know if you meant this or not, but I think the onus is on everyone to make the philosophical discussion productive. Some people have incoherent and/or self-contradictory philosophies and have a responsibility to cure such situations. This is because some of their philosophies lead them to damage the world. You could say having a coherent philosophy should be an 11th commandment.
